California MCLE certificate requirements for approved providers
The six elements every State Bar of California MCLE provider must show on a Certificate of Attendance or Certificate of Completion, how credit hours are counted, the attendance record you must upload within 60 days, and the records you must keep for 4 years. Checked against the Rules of the State Bar, Title 3, Division 5, Chapter 1, and the State Bar sample forms.
Short answer · checked 30 October 2026
A California MCLE certificate must show the provider name, the title of the activity, the date of the activity, the total credit hours awarded with any subfield credit (legal ethics, bias, competence, technology, civility) broken out, whether the activity is participatory or self-study, and the attorney’s name and bar number, which may be left blank for the attorney to fill in. It may be paper or electronic, and it may not be issued before the State Bar approves the activity. Keep the Record of Attendance for 4 years and upload it to the State Bar within 60 days.

The 6 elements
What the certificate must show
Each number on the sample matches one element State Bar of California requires. The list says where the rule is written and which Hyperstack field fills it.
- 1
Provider name
The approved provider. The State Bar sample form also has a line for your provider number; the rule does not require it, but attorneys and auditors expect it.
Example: Pacific Crest Legal Education
In Hyperstack: set once in the templateRules of the State Bar, Rule 3.602(D)(1)
- 2
Title of the MCLE activity
The title as approved and as advertised.
Example: Client Trust Accounting Under CTAPP: 2026 Update
In Hyperstack:
[group_title]Rules of the State Bar, Rule 3.602(D)(2) - 3
Date of the MCLE activity
The date the activity was held. The State Bar sample form asks for date and time, and the location (city, state or country, or “Remote”).
Example: 14 October 2026
In Hyperstack:
[issue_date]Rules of the State Bar, Rule 3.602(D)(3) - 4
Total credit hours awarded, with subfield credit
The hours this attorney earned, with any part that counts for legal ethics, recognition and elimination of bias, implicit bias, prevention and detection competence, wellness competence, technology in the practice of law, civility in the legal profession, or legal specialization shown separately. The sample form is a table: one row per credit type, then a total.
Example: 1.75 total: 1.00 general, 0.75 legal ethics
In Hyperstack:
[custom_credit_hours]Rules of the State Bar, Rule 3.602(D)(4) - 5
Participatory or self-study
Say which one. Verified attendance means participatory and a Certificate of Attendance; no verified attendance means self-study and a Certificate of Completion.
Example: Participatory
In Hyperstack: set once in the templateRules of the State Bar, Rule 3.602(D)(5)
- 6
Attorney name and California bar number
Required “if available”. The rule lets you leave this blank for the attorney to complete; the sample form adds a line for the attorney’s signature. Ask for the bar number at registration so you can print it.
Example: Daniel K. Okafor · CA Bar No. 287431

Exact wording
The statements, word for word
State Bar of California has 3 wordings. Use the one that fits your approval and your activity. Copy it, do not retype it.
Certificate content (no fixed wording)
[Provider name] awards [X.XX] hours of California MCLE credit for the [participatory] activity “[Activity title]” held on [date], of which [X.XX] hours apply to [legal ethics].
The State Bar sets the six elements in Rule 3.602(D) but no sentence to copy. The State Bar’s own sample certificate uses labelled lines and a credit-type table, not a paragraph. This sentence carries every required element; you may lay it out as lines instead.
Rules of the State Bar, Rule 3.602(D); State Bar sample MCLE Certificate of Attendance (2023)Promotional materials for an approved activity
This activity is approved for California MCLE credit in the amount of [X.XX] credit hours, of which [X.XX] hours may be claimed for [legal ethics]. [Participatory activity.]
Rule 3.601(K) requires all promotional material to state that the activity is approved for California MCLE credit, the credit hours offered, and any subfield credit. The SAP page adds whether it is participatory or self-study. No exact sentence is prescribed.
Rules of the State Bar, Rule 3.601(K); State Bar “Single Activity Providers” pagePromotional materials while approval is pending
An application for California MCLE credit is pending approval.
Use this while the State Bar has not yet decided. Do not say “approved” and do not issue certificates until the approval letter arrives. If the activity is denied, give every registrant written notice promptly.
Rules of the State Bar, Rule 3.601(L) and (M)How credit is counted
Minutes in, credit hours out
The unit
1 credit hour = 60 minutes
A credit hour is sixty minutes actually spent in an MCLE activity, including introductory and closing remarks and questions and answers. Breaks, lunch, networking, business meetings, tours and demonstrations do not count. The shortest activity the State Bar approves is 30 minutes.
Rules of the State Bar, Rule 3.600(H); Rule 2.51(E); MCLE Provider FAQ, questions 19, 21 and 22Rounding
Report to the nearest quarter hour in decimals: 0.25, 0.5, 0.75, 1.0. The same minutes cannot count for two subfields, but one activity can split its minutes between subfields, and the same minutes can count for a legal specialty area and one subfield.
Worked example
100 ÷ 60 = 1.67, nearest quarter hour = 1.75
100 minutes → 1.75 credit hours
100 ÷ 60, to the nearest 0.25. Rounded to the nearest quarter hour, as Rule 3.600(H) says. Count instruction minutes only.

- Who reports
- The provider uploads the attendance record. The attorney still reports their own compliance to the State Bar at the end of each compliance period.
- Deadline
- Within 60 days of completion of each participatory activity
Required by Rule 3.602(C). The upload process began on October 2, 2023. Self-study activities are not uploaded.

- 1. No certificate may be issued until the State Bar has approved the activity. Issue it after the approval letter, even for an activity already held.
- 2. Show the hours this attorney earned, not the maximum on offer. For a day with concurrent sessions, count only the sessions the attorney could attend.
- 3. A credit hour is reported to the nearest quarter hour in decimals.
- 4. Breaks, lunch and networking are not instruction time and earn no credit.
- 5. The same minutes cannot be claimed for two subfields. Split the time, or pick one.
- 6. The certificate must say whether the activity is participatory or self-study. Attorneys may claim no more than half their hours as self-study.
Digital
Electronic certificates and badges
Electronic certificates
Rule 3.602(D) says “Certificates may be issued in written or electronic form.” An electronic certificate must still carry all six elements. The State Bar also accepts providers’ own certificate designs, as long as the required information is on them.
Digital badges
The State Bar says nothing about digital badges. A badge on its own would not satisfy Rule 3.602(D); it would need to show the same six elements, including the credit breakdown and the participatory or self-study label.
The attorney must keep the provider’s certificate for a year after reporting compliance and produce it on demand, so a certificate with a link that keeps working helps them during an audit. Rules of the State Bar, Rule 3.602(D); MCLE Provider FAQ, question 12; Rule 2.73
Records and other rules
What else State Bar of California checks
Keep the Record of Attendance for 4 years
For every participatory activity, take attendance on the State Bar’s Record of Attendance form or an equivalent and keep it for four years from the date of the activity. It must show the activity title, the date, the total hours with any subfield credit, and the name and State Bar number of each California attorney. The State Bar form also collects each attorney’s signature. Keep evaluation forms for at least one year. Hyperstack keeps every issued certificate, its verification page and its audit log for the life of your account and after you cancel.
Rules of the State Bar, Rule 3.602(B) and (E)No certificate before approval
A Certificate of Attendance cannot be issued until the State Bar has approved the activity. A Single Activity Provider must wait for the approval letter; a Multiple Activity Provider is already approved for activities that meet the rules. You may still take attendance and hand out evaluation forms on the day, then send the certificates once approval arrives.
MCLE Provider FAQ, question 15; State Bar “Single Activity Providers” pageParticipatory or self-study: the certificate follows the attendance
One program can be offered both ways, but each attorney gets only one kind of credit. If you verified attendance (name and bar number recorded; for online sessions, log-in times, codes or pop-up checks), it is participatory and gets a Certificate of Attendance. If not, it is self-study and gets a Certificate of Completion. A pre-recorded program earns participatory credit only when attendance is verified.
MCLE Provider FAQ, questions 9, 14 and 16; Rule 3.602(D)Speakers get the same certificate, different hours
There is no separate speaker certificate. A principal speaker may claim actual speaking time multiplied by four for the first presentation, rounded to the nearest quarter hour; a repeat presentation earns speaking time only. Panelists share the program time. A speaker’s attendance credit is the program time minus their speaking time. Moderators and people who introduce speakers get only ordinary attendee credit.
MCLE Provider FAQ, questions 23 to 25; Rules of the State Bar, Rule 2.81(A)–(C)Conferences with several sessions
For a half-day or multi-day event, identify each session and its credit hours so the total can be checked. Credit for concurrent sessions cannot be counted more than once, because an attorney cannot sit in two rooms at once. Each attorney’s certificate shows the hours they actually earned.
State Bar “Multiple Activity Providers” page, renewal materialsNo signature is required, but the sample has one
Rule 3.602(D) does not ask for a provider signature. The State Bar sample certificate has a line for the attorney’s own signature, next to their printed name and bar number, to be completed after the activity. Many providers add a signature from their MCLE contact; it is a choice, not a rule.
Rules of the State Bar, Rule 3.602(D); State Bar sample MCLE Certificate of Attendance (2023)Co-sponsoring is discouraged
Each approved provider is individually responsible for compliance, including the attendance records and evaluation forms. The State Bar “strongly discourages” co-sponsoring activities. If two organizations run an event together, the approved provider’s name goes on the certificate and it keeps the records.
State Bar “MCLE Provider Responsibilities” pageThe approval period and the directory
A Single Activity Provider’s approval covers one activity for two years from the date of the activity, if nothing substantive changes. Multiple Activity Provider status lasts two years and is renewed with evidence of six different activities. Only Multiple Activity Providers appear in the State Bar directory. The activity itself must be at least 30 minutes long, and activities of an hour or more need substantive written materials kept online for at least 30 days.

FAQ
State Bar of California certificates, answered
No. Rule 3.602(D) lists six elements but gives no sentence to copy. The State Bar’s own sample certificate is a form with labelled lines and a table of credit types, with no approval paragraph. Neither the rules, the sample forms nor the provider FAQ require or suggest any wording. If you add an approval sentence of your own, it does not replace the six elements.
Yes. The rule says certificates may be issued in written or electronic form. The digital certificate must carry all six elements. A verification page helps the attorney, who must keep the certificate for a year after reporting and show it if audited.
Put it on if you have it. The rule says “name and license number of the California licensee, if available” and lets you leave the space blank for the attorney to fill in. The Record of Attendance is different: it must have the bar number of every California attorney, and it is your job to collect it, so ask at registration and print it on both.
As soon as the attorney has met the requirements of the activity, but never before the State Bar has approved it. A Single Activity Provider waits for the approval letter, even if the activity was held already. The State Bar sets no number of days after the activity.
The electronic attendance record for every participatory activity, within 60 days of completion. You fill in the State Bar’s Excel template and submit it through the online upload form. You do not send certificates, and the attorney still reports their own compliance to the State Bar at the end of their three-year period.
Sixty minutes of actual instruction is one credit hour, reported to the nearest quarter hour, so 100 minutes is 1.75. Introductions, closing remarks and question time count; breaks, lunch and networking do not. An activity must be at least 30 minutes long.
They are the categories an attorney must cover inside their 25 hours: 4 hours of legal ethics, 2 hours on recognition and elimination of bias including 1 on implicit bias, 2 hours on competence including 1 on prevention and detection (the other may be wellness), 1 hour on technology in the practice of law and 1 hour on civility. The attorney needs the breakdown to report, so the certificate must show how many of the hours count for each.
A Certificate of Attendance is for a participatory activity, where you verified who was there. A Certificate of Completion is for a self-study activity, where attendance was not verified. The elements are the same; only the title and the participatory or self-study label change. Attorneys may claim no more than 12.5 of their 25 hours as self-study, so the label matters to them.
