Skills-Based Hiring Is Overtaking Degrees, and How AI Is Accelerating It

Skills-Based Hiring Is Overtaking Degrees, and How AI Is Accelerating It

TL;DR

  1. 70% of employers now use skills-based hiring, up from 65% previously (Forbes, Aug 2026).
  2. 53% of employers have eliminated degree requirements entirely, up from 30% (TestGorilla, 2025).
  3. AI is the direct driver: over a third of entry-level roles now require AI competency, nearly triple the share from a year ago (Forbes, Aug 2026).
  4. Claimed adoption and actual practice differ sharply: only 3.6% of large-firm roles actually dropped degree requirements between 2014 and 2023, far below what employers announced (Burning Glass Institute).
  5. That gap between what employers claim and what they practice is where verifiable, standards-based credentialing becomes the deciding factor.
  6. HR/L&D leaders, universities, and government skilling bodies each need a distinct response, covered by role below.
  7. Hyperstack Credentials sit exactly here, powering blockchain-backed, instantly verifiable skills and achievements in the form of easily shareable digital credentials.

Why Are Employers Dropping Degree Requirements in 2026?

Employers are dropping degree requirements because degrees answer the wrong question. A degree signals what someone studied years ago; a skill signals "what someone can do now," which matters more as AI reshapes roles faster than curricula update.

TestGorilla's State of Skills-Based Hiring 2025 found 85% of employers used skills-based hiring last year, up from 81%, and 53% eliminated degree requirements entirely, up from 30% (TestGorilla, 2025). NACE data shows the same pattern from the other side: GPA screening at entry level fell from 73% of employers in 2019 to just 42% in 2026 (NACE, Jan 2026).

How Is AI Specifically Accelerating This Shift?

AI is the accelerant, not just a parallel trend.

A Forbes analysis published August 10, 2026, found 70% of employers now use skills-based hiring, up from 65% just months earlier, with over a third of entry-level roles now requiring AI competency, nearly three times the share from fall 2025 (Forbes, Aug 10 2026).

Gartner goes further, predicting that by 2027, 75% of hiring processes will include some form of workplace AI proficiency testing, and warns that by 2030 half of enterprises will face irreversible skill shortages without a shift to skills-based models (Gartner, Oct 2025).

LinkedIn's Economic Graph research adds the talent-pool argument: a skills-based approach can expand the addressable candidate pool by 6.1x overall and 8.2x for AI-specific roles (LinkedIn, March 2025).

What Do the Latest Skills-Based Hiring Statistics Actually Show?

The headline numbers are strong, but the execution numbers are the real story. SHRM research found 56% of employers now use pre-employment skills assessments, and 79% of HR professionals rate assessment scores as equally or more important than traditional resume criteria (SHRM).

Yet Burning Glass Institute research found only 3.6% of large-firm roles actually dropped degree requirements in practice between 2014 and 2023, a fraction of what employers announced (Burning Glass Institute).

Deloitte frames the underlying cause: 63% of current work already falls outside employees' original job descriptions, which is why skills, not job titles, are becoming the real unit of workforce planning (Deloitte, Skills-Based Organizations).

What Should HR and L&D Leaders, Universities, and Government Skilling Bodies Each Do Now?

For HR and L&D leaders, the McKinsey view is practical: AI can help write skills-based job descriptions, but the harder problem is trusting the skills claims candidates present, which is where verifiable, standards-based credentials replace self-reported resume lines (McKinsey).

For universities and training providers, NACE's finding that fewer than 40% of graduating seniors even recognize the term "skills-based hiring" is a signal to issue verifiable, portable skill credentials alongside degrees, not instead of them.

For government workforce-skilling bodies, India's own data makes the urgency concrete: NASSCOM-Deloitte research cited by the Government of India's AI portal projects India's AI talent pool growing from roughly 600,000-650,000 to 1.25 million by 2027 (IndiaAI.gov.in), a gap that structured, verifiable credentialing at scale is built to close.

The World Economic Forum's own research shows workers underestimate their personal AI exposure even as they acknowledge AI's broader economic impact, which delays upskilling right when it's needed most (WEF, Jan 2026).

This is the exact gap Hyperstack credentials are built for. Its credentialing engine issues to the W3C Verifiable Credentials and Open Badges 3.0 standards by default, supports bulk issuance from a single spreadsheet for HR and L&D teams, integrates with LMS and HR systems via API, and already runs in production for Government of India skilling programs, with results independently verifiable at hyperstack.id rather than asserted as a claim.

It is SOC 2 Type II audited, GDPR compliant, DPIIT-recognized (DIPP80221), and StartupTN-recognized (STN436645), which matters directly here: as skills-based hiring scales, the credentials backing it need to survive the same scrutiny the hiring decision does.

How Can Organizations Verify Skills-Based Claims Instead of Just Collecting Them?

Collecting skills data is the easy part; most HR platforms already do that. The harder problem is proving a skill claim is real without adding manual review back into the hiring pipeline.

That means every credential needs a signature, an issuer identity, and evidence attached at the point of issuance, not bolted on later.

Institutions evaluating vendors should ask for a live, independently checkable credential rather than a vendor's own dashboard number, since a claim you can verify yourself is the only kind that actually closes the trust gap between what employers say they want and what they can currently confirm.
